What This Means
Meysey Hampton would see the lowest growth in the district at just 3% (5 homes) with no new allocations - despite being outside the National Landscape.
This raises questions about why other settlements within the protected National Landscape are seeing significantly higher growth. No Neighbourhood Plan.
CDC's Own Evidence
The Council's own Landscape Sensitivity Assessment explains why Meysey Hampton has the lowest growth despite being outside the National Landscape.
Zone 15: HIGH Sensitivity at ALL Scales
Unlike most zones which are less sensitive to small development, Zone 15 around Meysey Hampton is rated HIGH sensitivity even for small-scale development.
| Zone | Location | Sensitivity | Key Constraints |
|---|---|---|---|
| Zone 15 | E of Meysey Hampton | HIGH (all scales) | Open plateau, parkland character, limited containment |
"The zone is not well suited to a new settlement, which would risk fundamentally altering its landscape character and perceived tranquility."

Why This Matters
Meysey Hampton demonstrates that the National Landscape boundary isn't the only constraint. The Council's own evidence shows that landscape sensitivity can be just as high outside the National Landscape as within it.
This raises questions about growth allocations in other areas - if Zone 15 is unsuitable for development, why are settlements in similarly sensitive areas seeing significant growth?
How to use this evidence
When responding to the consultation, you can cite Zone 15's HIGH sensitivity rating as an example of evidence-based constraint. Compare this to other settlements where growth is proposed despite similar or higher landscape sensitivity.
