What This Means
These three villages in the Coln Valley are planned as a cluster, sharing services and infrastructure. Combined growth of 24% (83 homes) includes a 67-home new allocation.
This is notable growth for villages entirely within the National Landscape.
CDC's Own Evidence
The Council's own evidence documents reveal important context about this unique cluster approach.

Unique
Cluster Approach
This is the only village cluster in the Local Plan, where three settlements are treated together. The combined score (6.9) justifies the Non-Principal Settlement classification.
Heritage & Landscape Sensitivity
The Site Assessment Sheets for Zone 11 (nearby) note concerns about the Coln Valley villages:
"Setting of Fairford, Lechlade, Southrop, Quenington, Hatherop. Whole northern zone including NW area (SE of Quenington with concerns at setting of village, Hatherop Castle park and garden, and individual listed buildings plus on high ground)."

IIA Alternative Scenarios
Under Scenario 6 (100% housing need), the Coln cluster would have received:
80
Homes (Scenario 4 - Chosen)
200
Homes (Scenario 6)
The 67-home new allocation is roughly one-third of what would have been required under maximum housing scenarios.
How to use this evidence
Reference "Settlement Role & Function Study" for the cluster approach and "Site Assessment Sheets" for heritage concerns including Hatherop Castle park and garden. Question whether the 67-home allocation is appropriate given the sensitive setting and National Landscape location.
