What This Means
Higher growth than larger settlements
Andoversford would see significant growth of 44% (134 homes) - relatively high for a small village of just 307 homes that is entirely within the National Landscape.
This is notably higher percentage growth than many larger settlements outside the National Landscape.
CDC's Own Evidence
The Council's own evidence base documents reveal important context about Andoversford's constraints and capacity.
Settlement Role & Function Study
7.2
Service Score
805
Population
16th
of 16 Principal Settlements
Andoversford ranks last among the 16 Principal Settlements by service score (7.2 points), yet is proposed to receive higher percentage growth (44%) than many higher-ranked settlements.
IIA Flood Risk Assessment
The Integrated Impact Assessment identifies Andoversford as having Flood Zone 3a and 3b constraints:
"Flood risk issues exist within/surrounding several Main Service Centres and Principal Settlements... Flood Zone 3a and 3b: Andoversford..."
Source: IIA Report, November 2025
National Landscape Contradiction
Andoversford is entirely within the Cotswolds National Landscape - the highest level of landscape protection in England. Yet it faces 44% growth while larger settlements outside the National Landscape have lower growth.
The IIA explicitly states that Scenario 6 (100% housing need) is the only scenario that meets housing need but would require development in the National Landscape which is "contrary to national planning policy".
How to use this evidence
When responding to the consultation, you can cite: (1) Andoversford's lowest ranking among Principal Settlements by service score, (2) flood zone constraints identified in the IIA, and (3) the contradiction of high growth within the National Landscape.
Neighbourhood Plan: In Development
Community plan not yet complete
Andoversford Parish Council designated a Neighbourhood Area in January 2020 and is developing a plan, but it is not yet complete.
The Local Plan is proposing substantial growth (44%) before the community has completed its own plan.
Key Issues for Residents
High Growth in National Landscape
- 44% is significant growth for a protected area
- Why is Andoversford targeted for higher growth than larger settlements?
- How does this align with National Landscape protection?
Neighbourhood Plan Timing
- The community is developing its own plan
- Should allocations wait for the NP?
A40 Corridor
- Located on the busy A40
- Traffic and road safety concerns
- Sustainable transport options?
Village Scale
- Currently just 307 homes
- Can a village this size absorb 44% growth?
- What services would support additional residents?
